Andrew Johnson's Plan
Senator Johnson wanted to punish southern elite who he believed started the war. This was an extension of Lincoln's 10% Plan. This ratified the 13th Amendment, which freed slaves. The plan also granted pardons, or forgiveness, to many southerners who requested it.

Lincoln's Plan
A plan issued in 1863, when at least 10 percent of voters in any state had to give an oath of allegiance to the United States to form a new state government. The government was set up in Tennessee, Arkansas, and Louisana. (In another plan, the Wade-Davis Bill, they wanted 50 percent of the vote.)

Congressional Reconstruction
At that time period, Congress was made up of radical Republicans. They wanted to protect the rights of newly freed slaves and make the South pay dearly for the war. They divided the south into military districts. They approved the 14th Amendment, which gave African Americans citizenship. They also approved the 15th Amendment, which gave black males the right to vote.
